Description

The Office of Government Procurement (OGP) is responsible for leading the transformation of public procurement across the public sector, for developing the procurement policy framework, and for providing supports to public bodies and suppliers.  The State spends over €17 billion annually on goods, services and works and public procurement plays a leading role in ensuring that this expenditure is fully leveraged to support the achievement of climate goals, social benefits and responsible business conduct.  The OGP plays an important role in demonstrating public sector leadership in these areas.   The Sourcing and Professional Practice Division of the OGP integrates the existing Sourcing functions of the OGP and the Commercial Skills Academy and Practice areas. The Sourcing functions have responsibility for the delivery of efficient and effective commercial solutions to the public service across a broad range of common goods and services, including ICT, professional services, utilities, facilities management, fleet and plant, etc.  These solutions may be framework agreements, Dynamic Purchasing Systems (DPSs), or bespoke arrangements serving the needs of approx. 8,000 individual public bodies.  Reporting to the Chief Executive, the Assistant Secretary will have responsibility for leading the division and developing and delivering a suite of client-focussed solutions which are efficient and effective in their operation.   The successful candidate will have: • In-depth knowledge and expertise in successfully managing large-scale Public Procurement projects, • Detailed knowledge of EU Directives and how these impact on delivery of procurement solutions in practice, • A proven track record of significant achievement of clear outcomes against strategic goals, • Experience of both transformational and operational leadership as a senior leader with the ability to build lasting relationships and proven experience in leading teams; • A deep understanding of the fiscal, legislative, policy, political and market context in which public procurement is to be delivered; Experience in effective change management approaches and plans to support and enable transformation programmes in a complex multi-organisation environment; • A track record of successful delivery of complex programmes and/or operations; • Experience in leading programmes of innovation, change or digital process improvements;   Further information on this opportunity, including details on how to apply, is available on www.publicjobs.ie.
